About Scott Fairholm

Scott Fairholm is an Executive Counselor in the US Government State and Local East team at Info-Tech Research Group.

Scott is an innovative, outcome-oriented senior technology executive with extensive experience leading complex public sector organizations, managing large-scale technology transformation projects, and creating high-performance teams in Washington DC, Virginia, and Pennsylvania. Over his 30+ years of public service, Scott has developed a unique combination of government policy and technology expertise across multiple lines of business at the federal, state, and local levels and is skilled at engaging senior government officials, industry leaders, community partners, and staff to drive innovation and achieve results.

In Pennsylvania, Scott served as Deputy State Chief Information Officer and Chief of IT Policy Planning and Performance Management in the Governor’s Office of Administration and as Chief Information Officer at the Pennsylvania Turnpike Commission. Scott served in various IT leadership positions in Virginia state government at the Council on Information Management, Department of Technology Planning, and as Director of the Virginia Department of Information Technology. Most recently, he was the Chief Information Officer for the City of Chesapeake, Virginia. He also served as National Technology Policy Advisor and Information Technology Director for the National Center for State Courts in Williamsburg, Virginia. Early in his career, Scott was involved in legislative affairs, campaign finance, redistricting, get-out-the-vote, and grassroots consulting for clients in Washington DC and across the country.

Scott has a bachelor’s degree from Brigham Young University and a Master of Public Administration from George Mason University. He and his wife, Marcy, live in Chesapeake, Virginia, and have three grown daughters.
