The NASPO ValuePoint Procurement Assistance Support & IT Research, Advisory, and Consulting Services (PASS & ITRAC) portfolio provides public sector organizations with access to procurement support and technology research, advisory, and consulting services. Offerings can include IT research and advisory services, technology strategy and planning, procurement and sourcing support, market research, and other services that help organizations make informed technology and procurement decisions.

Participating Addenda
To purchase through the NASPO ValuePoint PASS & ITRAC portfolio, public entities must be covered by a Participating Addendum (PA) tied to the NASPO ValuePoint Master Agreement. Each PA identifies the entities within the state that are authorized to participate; if a statewide PA is not in place, an eligible entity may contact the state’s Chief Procurement Official to request authority to establish its own PA.
