Thor Madsen is an Executive Counselor who partners with public-sector CIOs and senior leaders to translate strategy into execution. He brings over 20 years of cross-sector experience across government, education, and high-tech organizations, specializing in strategic modernization, organizational change, and leadership alignment in highly visible, politically complex environments.
Over his career, Thor has served as a Gartner Executive Partner and advisor to hundreds of CIOs across government, education, and regulated industries. His work includes guiding county and state CIOs in developing institution-level strategies for the use of technology, strengthening executive and legislative credibility, and aligning IT investments with measurable public value.
At Info-Tech Research Group, Thor works with public-sector members to clarify priorities, strengthen governance, and execution discipline, and translate research into leadership decisions that withstand scrutiny. He is driven to help public institutions deliver better outcomes for constituents while navigating fiscal, regulatory, and organizational constraints.
Thor holds a Master of Arts from Reed College, where his research focused on organizational transformation and social dynamics, and a Bachelor of Arts from DePaul University.
