AI costs scale with usage and arrive after the work is done, but the annual budget cycle assumes fixed, forecastable spending. Three mechanisms can fund AI within the fiscal year, and each stalls on a different constraint: the quarterly reforecast trigger on slow shared governance, the governed innovation envelope on legally restricted balances, and the vendor-funded pilot on revenue that cannot absorb the full price once a subsidy ends.
No mechanism is universally best. Before any budget request, education CIOs should establish how quickly decision-makers can approve spending, how much money is free to move, and how steady income is, then select the mechanism that meets the least resistance.
