When poorly implemented, shared services in the public sector removes two key levers management traditionally uses to adjust performance: the threat of finding an alternate source and control over the staff/processes. Absent effective replacement levers, government agencies can feel (rightly) powerless and some choose to institutionalize shadow IT in order to achieve their operational objectives.
