A policy is a set of rules to be enforced with governance processes. Governance processes use policies to direct and monitor execution of processes in compliance with the rules. Compliance to policy is mandatory. Compliance exceptions may be granted through the same governance process and at the discretion of the same governance board.

Governance processes, governance boards (aka committees, forums), and their responsibilities must be implemented to direct and control compliance to the EA Policy. Implementation of EA governance is discussed later in this blueprint.
