Use of Microsoft Office Open XML (OOXML) file format, introduced with Office 2007, has lagged mostly due to file compatibility issues with Office 2003 and slow Office 2007 adoption rates. However, as Office 2007/2010 adoption increases over the next 18 months, the pendulum will swing in favor of OOXML.
