Many IT departments at the federal, state, and local levels are implementing some type of Open Source Software (OSS). To date, many of these acquisitions have lacked a cohesive plan that is outside of an overall strategy.

Because government purchase decisions are typically more public than the average enterprise’s experience, a decision to adopt an OSS strategy over a commercial solution may create uproar from commercial vendors feeling they are losing out on revenue from government contracts.
