About Janice Clatterbuck

During Janice’s 45-year career in technology, prior to joining Info-Tech Research Group in 2018, she spent 30 years with the Federal Reserve Bank of Richmond and was the Senior Vice President and CIO for the last 14 years of her career there. During the time she was CIO, she had financial management of between $30M and $200M in operating budgets and a range of 200-350 FTE. Her duties included leadership for design, development, and maintenance of a portfolio of local and national applications, client services responsibilities for the Fifth District and National IT staff (3,000 individuals) and was the Information Security Authorizing Official for all IT asset boundaries. She was a member of the Bank’s Management Committee where she participated in creating the Bank’s Strategic Plan, led Bank High Priority Objectives, mentored and coached other officers and was the primary person responsible for the Bank’s crisis management and business continuity efforts.

Major accomplishments during Janice’s tenure at the Federal Reserve Bank of Richmond included: Chairing the group that created and institutionalized system-wide technology project standards; Chaired the Management Steering Group to implement application control; Chaired the Application Development Leadership Team for the Federal Reserve System; Chaired the system-wide team that performed application rationalization; and headed the system-wide workgroup that implemented application portfolio management.

Additional responsibilities at the Fed included Facilities Management (four locations), Law Enforcement (four locations), and the Payments and Treasury Services function, which operated several functions for the U.S. Treasury. Janice’s final system-wide contribution was to lead the Federal Reserve History Program, which selected and implemented a Digital Preservation application to house all historical Federal Reserve documents.

After retiring from the Fed in late 2017, she contracted with Preservica, Ltd., a digital preservation software solution company, as their CIO advisor. Janice also has held various IT and management positions with companies such as General Foods Corporation, Nestle Foods Corporation, Salomon Brothers, Inc. and Philip Morris, U.S.A.

Janice comes to Info-Tech having worked with senior executives to deliver innovative, results-oriented programs. Janice has a demonstrated ability in building partnerships within a complex federated organization.
