The economy is sliding into recession. Budget axes are being sharpened, and complex, expensive IT is a likely target. Yet there is also talk in some quarters about cheap off-the-shelf processing, networks, and an impending shift in technology paradigms.

Sound familiar? I was speaking, of course, about the early 1990s. Were you expecting something else? Maybe something about the cloud, or virtualization, or perhaps both? Well, OK, that too.
