For many government organizations, engaging in complex enterprise technology projects is an infrequent occurrence, resulting in extra costs and delays. The general indicators of vendor quality and success, such as a previous track record with the organization, are non-existent. To combat a meager track record, the contracting process must focus on clearly defining the responsibilities of both parties in the contract.
