A hiring freeze is a temporary but complete hiring stoppage. It may include termination of contract employees and consultants. When a hiring freeze is imposed, either on the entire enterprise or on certain departments, any vacant position will not be filled even if the recruiting for those positions has started. Furthermore, if an employee leaves the company, that position will not be filled either.
